Starting the Russian construction sector
Foreign investors have the same rights as local ones when it comes to opening a company in Russia, therefore, the first step to set up a construction business is to register one of the available business forms with the local Trade Register.
Starting with 2009, all Russian companies operating in the construction field are required to join a Self-Regulating Organization (SRO), according to the law with the same name. To be more precise, Russian companies in the construction sector must obtain a SRO permit if:
- - they build spaces and facilities;
- - they execute documentation related to the construction sector;
- - they carry out engineering surveys.

The construction permit in Russia
The construction permit is a special license which must be obtained for every work carried out by a construction business in Russia. Before applying for this type of license, the company must obtain several approvals from the local authorities, among which the Architecture and City Planning Committee and the Water and Sewage Company. Then, the following documents must be submitted with the State Committee of Construction Supervision:
- - a specific application form;
- - the blue prints pf the land;
- - documents issued by the Land Registry confirming the right on the property;
- - the documentation related to the construction project.
After the construction, the building must be registered with the Russian Land Register. A positive fact about the starting a construction company in Russia is that the timeframe related to obtaining the construction permit has decreased from 30 days to approximately 10 days.
